POSITION SUMMARY
Reporting to the Director, Planning/Chief Planner, the Manager of Transportation System Planning will assume professional planning and/or engineering responsibilities for a broad spectrum of transportation planning initiatives, including, but not limited to: regional, sub-area, and site specific transportation studies and/or related environmental assessments, transit system planning, active transportation planning, traffic modeling program leadership, safety enhancement programs, travel demand management and multi-modal transportation initiatives.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. As directed by the Chief Planner, manage the planning of the transportation systems of the County of Simcoe. Working collaboratively with Planning staff, Transportation & Engineering staff, and Transit staff, lead studies and/or environmental assessments to plan systems related to roads, goods movement, transit, and active transportation ensuring the County’s transportation systems are safe, efficient and proactively prepared to accommodate forecasted growth.
2. Act as the lead champion and coordinator for inter-departmental implementation of the County’s Transportation Master Plan.
3. Assume the role of project manager for the County-wide Transit Service Delivery Review, as directed by the Chief Planner and Director of Transportation & Engineering.
4. Develop and implement transportation planning strategies, programs, studies and traffic safety initiatives.
5. Review, develop and maintain County transportation planning policies and procedures for the safe and efficient use of the County’s multi model transportation system.
6. Lead efforts in planning and implementation associated with travel demand management and/or carpool lot network expansion.
7. As directed by the Chief Planner, investigate the role for Simcoe County role in accommodating and supporting electric vehicles. This will include exploring infrastructure needs and service delivery models and monitoring the EV charging network across the County.
8. Consult with key stakeholders to coordinate the development of transportation policies and programs and the planning and implementation of projects, ensuring conformity with provincial, County and/or area municipal plans.
9. As assigned by the Chief Planner, assist with the completion of projects, plans and programs that enhance safety on County Roads and intersections.
10. Prepare Terms of Reference for retention of consultants for transportation and/or traffic studies, lead the evaluation and award process, and ultimately administer projects in accordance with the terms of reference.
11. Review and/or coordinate the transportation planning review of select large-scale development proposals as assigned by the Chief Planner, and provide advice on related requirements.
12. Prepare reports and presentations to various stakeholder groups, technical and management committees, public organizations, etc.
13. Ensure all activities are compliant with the provisions of the Occupational Health and Safety Act.
14. Provide oversight of billings and payments to service providers.
15. Monitor projects and the progress of consultant’s studies, including day-to-day coordination and liaison with consultants to ensure studies are completed on time and within budget. Prepare regular status reports.
16. Conduct or coordinate the completion of transportation planning studies, develop recommendations, and draft reports for Committees and Council, studies would include: Master Plans, Environmental Assessments, Avenue/Corridor Studies, Business Cases, etc.
17. Review, participate and/or coordinate County comments on Provincial studies or Area Municipalities’ Transportation Master Plans, Corridor Studies/Plans, etc.
18. Review and comment on transportation planning related policies and legislative changes.
19. Lead and coordinate the preparation of travel demand forecasting computer models and traffic forecasts.
20. Provide analytical and research support.
21. Research transportation planning matters, prepare reports to Committees and/or Council, attend meetings, and provide explanations as required.
22. Lead the preparation and approvals of grants and proposed investment from the Province or the Federal government in municipal infrastructures to support jobs and growth in local communities.
23. Manage relationships with internal and external stakeholders.
24. Represent Simcoe County on local, regional, Provincial, National and International Committees, as assigned.
25. Liaise with consultants, stakeholders, and interested parties, including related presentations for various Committees and Council.
26. Organize and/or attend public information meetings.
27. Attend area municipal Council/Committee meetings and other public meetings as required.
28. Prepare background information, affidavits and/or professional evidence for Ontario Land Tribunal hearings.
29. Direct and provide leadership for the activities and coaching of any direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
30. Ensure alignment and coordination of activity and quality of output between teams under their direction.
31. Ensure continued focus on service excellence, communication/transparency, innovation, and data integrity and work flow integration.
32. Ensure all people-related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
33. Coach in a manner that contributes to employee success, ensuring collaboration and cooperation with other teams within their division and department.
34. Ensure Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
35. Perform other related duties and responsibilities as assigned or required, including redeployment in emergency situations.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
• Post-secondary degree in Civil Engineering, Planning. This job may be considered for educational equivalency in accordance with County Policy.
• Master’s degree in Transportation Planning, Engineering, or comparable education, is preferred.
• Project Management Professional (PMP) certification is an asset.
• An equivalent combination of education, experience and qualifications may be considered.
• Licensed as a Professional Engineer (P. Eng) with the Professional Engineers of Ontario (PEO) or Certified as a Registered Professional Planner with either the Canadian Institute of Planners or Ontario Professional Planners Institute.
• Demonstrated understanding of transportation planning, delivery methods and processes.
• Knowledge and practice of the Planning Act , Municipal Act, Environmental Assessment Act, Municipal Class Environmental Assessment Process, Planning Processes, Policies and related Legislation related to land use planning, transportation planning, as well as current regulations and evolving policy trends in jurisdictions of Ontario.
• Excellent written and verbal communication skills and facility with report writing and presentation preparation and delivery.
• Strong conceptual and analytical skills with the ability to also think and act strategically in a political and community service environment.
• Excellent interpersonal skills with the ability to communicate with diplomacy and sensitivity with all levels of internal staff, Council, the public, and other stakeholders.

• Class G Driver’s License in good standing and reliable vehicle to use on corporate business.
• Criminal records check that is less than six (6) months old at time of hire.
• Availability to attend evening or other events as required/assigned.
EXPERIENCE
A minimum of nine (9) years in progressively responsible related positions, including at least 3 years supervisory experience; municipal experience is an asset.
Supervisory experience includes the supervision of staff and the administration of corporate & departmental policies including human resource policies and collective agreements.
EFFORT
• Visual and mental effort required when attending meetings, reviewing statistical data, etc.
• Moderate physical effort may be required when attending site meetings and other outdoor locations.
WORKING CONDITIONS
• Regular office environment, with occasional attendance at outdoor site meetings/investigations.
• Ability to work remotely if required.
