Working with the Manager of Emergency Management, and the Emergency Management Program Supervisors, the Emergency Management Coordinator leads the development and implementation and is an active participant in the Corporate and member municipality Continuity of Operation Plans. This job has regular access to confidential information related to service disruptions, staffing deployment, and organizational vulnerabilities. The Emergency Management Coordinator functions in a confidential capacity to management and contributes to operational continuity during emergencies and will support emergency exercises at the County and local level.
The Emergency Management Coordinator is also responsible for providing general assistance to department projects and objectives and for supporting the provision of emergency management related public education programs, and staff training related to emergency management and EOC operations.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
Under the direction of the Manager, Emergency Management:
1. Support County response to disaster and emergency situations as needed. Actively participate in maintaining operational continuity during emergencies and supports emergency exercises.
2. Assist in maintaining the Emergency Operations Centre in working order, including inventory management, signage, and functioning of all technical and communication systems.
3. Lead and coordinate updates to the Emergency Response Plan and Continuity of Operations Plan, including collection and collation of minimum staffing levels and staff certification requirements, and skills matching for re-deployment plans alongside Emergency Management Program Supervisors.
4. Assist in the activation and implementation of corporate COOP plan in the event of service or staffing disruption.
5. Provide oversite in the supervision and direction of post-secondary emergency management interns.
6. Develop, schedule, and deliver educational programs for members of the County Municipal Emergency Control Group, the general public, and other stakeholders as required.
7. Customize and deliver Incident Management System/Incident Command System training as required to County staff, and to members of partner agencies.
8. Develop and deliver annual public awareness campaigns related to 9-1-1 services and emergency preparedness.
9. Update and maintain creative marketing materials and presentations for Emergency Management on the County of Simcoe website and social media sites and ensures public education complies with requirements of provincial emergency management legislation.
10. Participate in County committees as required.
11. Assist with special projects as required.
12. Perform other duties as assigned, including redeployment in emergency situations.
EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
• Knowledge of Emergency Management techniques and theory through completion of a Disaster and Emergency management degree/diploma or similar. This job may be considered for educational equivalency in accordance with County Policy.
• Strong interpersonal and communication skills.
• Strong planning and project management skills.
• Excellent organizational and time management skills with an ability to learn and operate in a fast paced, multi-functional environment where priorities change regularly.
• Excellent word processing, spreadsheet, and database applications skills, in particular Microsoft applications.
• Knowledge of the Emergency Management and Civil Protection Act and related emergency management topics is required
• Valid G class driver’s license and access to a reliable vehicle.
• Must be available to work evenings and weekends as required.
• Criminal records check that is less than six (6) months old at time of hire.
• IMS 100, 200, 300 and BEM 200 certifications considered a strong asset
• Knowledge of, and certification in, adult education principles is an asset.
EXPERIENCE
• Minimum of one (1) year experience working in a public sector emergency management capacity OR experience in educational programming, corporate training, or formal teaching with strong emergency management knowledge.
• Experience in dealing with the public and various age groups, and with teaching/training adults and school aged children.
EFFORT
• Ability to repeatedly lift ~25lbs to chest height.
• Ability to work with numerous interruptions in a busy environment, and management of multiple priorities with specific deadlines.
WORKING CONDITIONS
• Work is primarily performed in an office environment.
• Significant local travel within Simcoe County.
• Ability to work remotely if required.
